This wave 2 call is intended to define the criteria for attributing free subscriptions funded by pure donations. The goal is to stimulate the emergence of new [[Gov/en/Portal:R&D/Innovations:User Groups|User Groups]], regional or international communities that adopt WikiDeal for their own needs. The approach is inspired by open innovation challenge platforms such as [[wikipedia:InnoCentive|InnoCentive]], where sponsors fund calls that address a precise societal question.
